It was the night that Phil Quinn had hoped for. Just before nine o’clock on Tuesday, November 6th on the third floor of the city building, the results of the 2007 local election were posted. There it was in black and white on the screen; Phil Quinn had been elected to Richmond’s Common Council garnering 3,765 votes. Phil Quinn and Republican Bob Goodwin (3,493 votes) reigned victorious over Democratic incumbents Al Glover (3,450 votes) and Gil Klose (3328 votes). Phil Quinn and Bob Goodwin also beat Vicki Meek (2,947 votes). Quinn and Goodwin join incumbent Diana Pappin who received 3,931 votes.
